Kubera received its letter in this respect, with two annexes by the Czech Presidential Office, during a mid-January meeting with Zeman and lower house head Radek Vondracek (ANO) at Prague Castle, several days after his visit to the Chinese embassy and about a week before he died of heart attack at the age of 72.
