A British Diplomat, Mr. David Miller, 34, has been expelled from Moscow in the latest round of a contest between the security services of the two countries. He flew back to London. Allegations by the Soviet Foreign Ministry that he had engaged in 'activity incompatible with his diplomatic status' - the usual diplomatic language for spying - were denied by the Foreign Office in London. Mr. Miller, a Second Secretary, who went to Moscow four months ago for his second tour of duty there, had been harassed for several days by Soviet security agents. They dogged his footsteps and conspicuously took pictures of him. He arrived at Heathrow in the same airliner as Sir Duncan Wilson, the Ambassador, who was said to be making a private visit. Sir Duncan said that the Russian allegations were a 'crude accusation of spying which is 100 percent untrue.' Mr. Miller's expulsion followed Britain's recent refusal to accept the assignment of a junior diplomat to the Soviet Embassy in London. In the past year the Foreign Office has demanded the withdrawal of seven Russian diplomats and has refused to accept ten others, four for the Embassy and six for the trade delegation.
