Housewives were dubious when Swale rural council introduced the new system for an experimental three months. A revolutionary new form of refuse collection was also carried out. Instead of a dustbin at the back door you have a large brown paper bag which is fixed to a metal rim with a lid. When it is filled with refuse it can easily be sealed. Once a week the dustman removes the bag without getting his hands dirty, and leaves a new bag for the next collection. Thus there are no clanking dustbins involved and no ashes scattered on the pathway.
