Im Vanthan, 76, is living in a makeshift tent after his house was totally destroyed. His water supply has not been tested for contamination since the storm; where his house had been, only a toilet is left, connected to a septic system. Mr. Im came to Texas as a refugee in 1981 after fleeing the Khmer Rouge in Cambodia.
