Trucks were backed up for miles on Detroit freeways, waiting to cross the Ambassador Bridge. The Public Service Alliance of Canada and the Customs and Immigration Union took action after they had been without contracts for three years. Though the unions called it a strike, technically it was a work-to-rule action.
