Japanese radical students, protesting against the Japan-U.S. Okinawa reversion agreement, used guerilla tactics, and Molotov cocktails in a riot in the Shibuya district of Tokyo. One policeman was killed after he was set ablaze by a Molotov cocktail and beaten with steel pipes by the rioters. Police arrested 312 students, 61 of them coeds. Over 3,000 riot police armed with tear-gas guns, and Roman shields fought the students. In all 12,000 policemen were mobilized to control key sites in Tokyo in an effort to control mobs.
