Says The Wife With A Council Penthouse: High above the Brignton seafront, Mrs. Winifred Marchant, said: 'We must be the luckiest council tenants in the country.' She is probably right. Mrs. Marchant and her 51-year old husband Bill have just moved into brand new penthouse flat in Theobald House, which towers 200-feet above Brighton. At the front there are views of the sea, and at the back a seeping panorama of the rolling South Downs. There is gas central heating thermoplastic tiled floors, and the multi-storey car park below. A few hundred yards away, a penthouse with a similar view on top of 24-storey Sussex Heights has recently sold for -53,000. Yst the Marchants are paying only -4,10s. 3d a week for their two -bedroom flat, including rates and heating. Mrs. Merchant knows just how lucky she is, for as she says 'I was a charlady once at a millinaire's house, so I know what a nice home looks like.' She went on: 'when I Saw this penthouse I said: ' That's for me'. I went straight round to the council and applied for it. Then I went home and prayed --- get it - honestly, I really prayed. 'When the council told me I'd got it, I just couldn't believe my luck.' Living with the marchants are their daughter, Barbara, aged 19, and their dog Lassie. Their other daughter and son are both married. Mr. Marchant, a moter mechanic said: 'It's costing 30s. more a week here then I paid for our three-bed roomed council house. But what bargain!' The 18-storey block of 110 flats was completed just a few weeks ago at a cost of -484,000, but already every one is taken, leaving larger house free for couples with families.
