The city was founded in July 1901 by John Alexander Dowie, an eccentric Scottish priest who founded the Christian Catholic Apostolic Church in America. He owned all the land on which the city of Zion was built, and planned the city layout to resemble the Union Flag. As the sole owner of Zion, he prohibited smoking, drinking, eating pork and establishing theatres, dance halls, doctors' surgeries and secret lodges within the city limits. In 1905 he suffered a stroke whilst away in Mexico. In his absents, Wilbur Glenn Voliva deposed him and took over Zion. It is his signs, based upon DowieÆs ideas that are shown in this image.
